Summary of the House Committee Version of the Bill

SB 162 -- CLAIMS FOR INCOME TAX REFUNDS

SPONSOR:  Vogel (Deeken)

COMMITTEE ACTION:  Voted "do pass" by the Special Committee on
Government Affairs by a vote of 7 to 0.

This bill changes the definition of "state agency" as it relates
to intercepting income tax refunds to include housing authorities
created by Section 99.020, RSMo.

FISCAL NOTE:  Estimated Costs on General Revenue Fund of $31,788
in FY 2008, $32,248 in FY 2009, and $33,216 in FY 2010.  No
impact on Other State Funds in FY 2008, FY 2009, and FY 2010.

PROPONENTS:  Supporters say that redefining "state agency" will
give housing authorities the same power state agencies have in
claiming tax refunds owed delinquent tenants of the housing
authorities.  The tax refunds will be used to satisfy unpaid
tenant debts for housing.

Testifying for the bill was Senator Vogel.

OPPONENTS:  There was no opposition voiced to the committee.
